It is with much sadness that we announce that SkillsHub will be closing after 24 years of service to Victoria’s creative and leisure industries. On the 30th March 2012, we received an announcement from the Minister for Education and Skills, Peter Hall that the Victorian government will cease funding Industry Training Advisory Boards (ITABs) from 30th June 2012. As a result of this government decision and the timing of the decision, the Board of SkillsHub has reluctantly voted to close the organisation in June.
It is our understanding, that the government will be replacing previous ITAB arrangements with an industry skills committee made up of twelve members (from across all industries) that will meet with the Minister three times per year. The government has indicated this new arrangement is intended to provide more “direct” access to industry. We have serious concerns about the foresight of this arrangement but are unable to further influence the Victorian government’s decision.
We consider the loss of direct industry access to government to run counter to the two fundamental principles that underpin vocational education and training – that it is responsive to industry and that there is access and equity to enable all Victorians to train across any industry. Under the new system, preference will be given to industries that are deemed “vocational” or in areas where there are demonstrable labor shortages.
In our sectors this often does not apply as many positions are simply not advertised and a large percentage of our workers are employed on a casual, freelance or contract basis. There are also numerous graduates that are self-employed or employed, because of their creative and/or leisure skills and knowledge, in other industries. Examples of this include banking, finance, IT, education, defense, community services and health.
